Порты пробовал открывать
У программы все разрешения
Работаю под админской учеткой

Сложилась аналогичная ситуация.
Данная проблема проявилась, после изменения порта, установленного по умолчанию.
Выполненные действия:
 - Переустанвока клиента(скачан как .exe так и torrent's) фалы
 - Полное удаление клиента(Uninstall Tool), с чисткой реестра.
 - Удаление всех плагинов из браузера.

РЕЗУЛЬТАТОВ НЕ ДАЛИ.
